VSC technology plays key role in Australian-funded IOM project to enhance Ukrainian border security
Working Together for Stronger Borders
From 2022 to 2024, Australia and Ukraine successfully collaborated on a two-year project with the International Organization for Migration (IOM) to bolster Ukraine’s border security.
This historic project is the first collaboration between the State Border Guard Service of Ukraine (SBGS), IOM, and the Australian government. The initiative has significantly enhanced the capabilities of the SBGS, addressing urgent needs at Ukraine’s western and southern borders, and was made possible through Australian government funding, IOM implementation, and the expertise and dedication of the SBGS.
An Integrated Security Solution
Advanced foster+freeman questioned document examination devices played a central role in the solution implemented by the IOM. The acquisition of a VSC8000/HS, equipped to detect hidden security elements such as anti-Stokes inks, UV marks, and concealed images, greatly increased in-depth document examination capacity, and the ability of the SBGS to identify fraudulent documents with greater accuracy. VSC80i units were also specified, with built-in data exchange functions between devices utilised to allow SBGS forensics staff at headquarters to conduct expert analysis of documents remotely.
The project took an integrated approach to meeting the European integration aspirations of the SBGS by providing necessary interoperability with border control systems in EU member states. Sophisticated biometric and front-line automation technologies were deployed alongside the major upgrades to questioned document examination capability, in alignment with international best-practices in border security.
Furthermore, recognizing the ongoing threat to Ukraine’s infrastructure and state information systems, the project also provided vital cybersecurity equipment to enhance the protection of personal data for both Ukrainian and foreign nationals.
Securing Ukraine’s Future
To ensure the effective future utilization of the advanced document examination, biometric, automation, and cyber security technologies, IOM organised specialised training for 136 SBGS staff members, to equip them with the skills to ensure the enhanced systems are deployed to their full potential, and secure Ukraine’s borders for years to come.
foster+freeman are delighted that our devices have contributed to the achievement of the key outcome of the project: the successful establishment of a robust and modernized border-control system, which has now been fully operational at targeted Ukrainian border crossing points since the summer of 2024.
